With hanging pawns, plans are similar to those for isolated pawns; just, of course, there are some specific things because it is a pawn duo, and usually, they are more mobile than isolani. With that being said, you can see that such pawn duo - hanging pawns - could be used for breakthroughs more often than isolani, with following excellent dynamic play or even direct attacks. Of course, other things apply as well - do not exchange too many pieces, and you need active pieces to play or some attack to be able to justify your hanging pawns duo.
